Animal Ordinance
The Wilson County Animal Ordinance became effective May 7, 1983. Some important points that it covers are the following: Rabies Laws Every cat and dog over four months of age must be vaccinated for rabies and must wear a current valid rabies tag. All animal bites must be reported to the Animal Control Division of the Wilson County Health Department immediately. The owner of an animal that has bitten a person must confine the animal at the owner's expense, as instructed by Wilson County Health Director. A dog or cat brought into the County must show proof of a current rabies vaccination, or it must be securely confined until after it has received a rabies vaccination. County Tax I.D. Tags Every dog is required to wear a current County tax tag, which is to be purchased each year for $ 3.00. Tags maybe purchased at the Wilson County Animal Shelter or Wilson County Tax Department. Cruelty to Animals Under North Carolina Law and the Wilson County Animal Ordinance, anyone found guilty of cruelty, neglect, or abandonment of an animal will be subject to a fine up to $1,500 and or imprisonment. Fighting dogs is a felony in the state of North Carolina. The County Ordinance requires that an animal owner or keeper provide his animal(s) with proper food, water, shelter, exercise and veterinary care. It is unlawful in Wilson County to sell as pets any baby rabbits or baby fowl under six weeks of age, and it is unlawful to color any fowl or rabbits or to tether any fowl. Nuisance Animals The ordinance provides comprehensive procedures for dealing with nuisance situations such as animals · Found repeatedly at large · Damaging property · Fouling the air with odors · Endangering the public health · Habitually making loud noises Vicious Animals Vicious or dangerous animals must be securely confined or muzzled and leashed, so as to be firmly under control at all times. Notice Of Injury To An Animal A person injuring an animal must immediately notify the owner or keeper, a law enforcement agency or Animal Control agency, or a local humane society. Phone 291-8142 or after hours (877) 362-7053. Stray Animals All stray animals must be reported to the Animal Control Division of Wilson County Health Department within 72 hours. Phone 291-8142 Impoundment An animal may be impounded if it is: · Lost, stray, or unwanted · Not wearing a currently valid rabies tag · Not wearing a valid tax tag · Not under restraint (any animal shall be considered under restraint if it is within the real property limits of its owner, or secured by leash or lead, or confined) Redemption An animal may be redeemed by its owner at the Animal Shelter within 72 hours. Redemption fees start at $50 and doubles with each impoundment. Adoption Unclaimed or unwanted animals may be adopted by approved applicants, provided that they pay the $30 adoption fee, buy the $3 tax tag for dogs, and agree to vaccinate the animal for rabies, as required by state and local law. Permits Yearly permits from the Wilson County Health Director are required for the following: · Commercial animal establishments (pet shops, stables, etc.) · Dealers who collect dogs and cats for resale · Security dogs (any dog used for protection on commercial property and any trained patrol or sentry dog on residential property) Penalty For Violation The ordinance provides for a civil penalty in the amount of $25 for any violation of the ordinance. Failure to pay these penalties may result in additional penalties and court costs.

DID YOU KNOW? All animal bites should be reported to your local Health Department within 24 hours of occurring. The animal that has bitten must be confined for a ten-day observation period. The laws pertain to all animals. Animal Control Officers provide after hours emergency services to cover injuried animals and animal bites. Please call (877) 362-7053 for emergency service after hours or on weekends. The Wilson County Animal Shelter offers services to all Wilson County residents.
