David provides technical supervision to the District. As a Certified Conservation Planner, he works with landowners, individually and in groups, to develop conservation plans using agronomic and engineering practices. He administers USDA conservation cost share programs such as EQIP and the Food Security Act provisions related to Highly Erodible Land, the Farm Bill, and Wetlands.
