Detectives
|

When a crime is reported to a deputy, they begin the field investigation and the report is processed through a Patrol Supervisor. Once it has been determined the case needs more investigation, the report is sent to the Detective Division. The case is then reviewed by an Investigative Supervisor who makes the case assignment based on the Detective's availability and caseload. |

Our detectives work to prepare cases that will carry the required burden of aproof for a conviction in a criminal case. This means that they will gather a great deal of evidence, which often must be analyzed in a laboratory. Unlike depictions in popular television shows and movies, lab analyses can take weeks or even months to complete. In addition, they often must locate and interview witnesses or suspects who have moved or changed employment. Our investigations are thorough, and a thorough investigation takes time. |

First file a police report in the jurisdiction where you live. The case will be assigned to a detective who will contact you. Make several copies of your police report and notify the three credit reporting agencies which are Experian, Trans Union, and Equifax. Go to their websites and put a "fraud alert" under your name and personal information. If you are contacted by a collection agency, notify them you are a victim of identity theft and provide them with a copy of the report. Notify any credit card companies with which your account has been compromised and provide them with a copy of the report. Any questions concerning your case will be answered by the detective assigned to your case. |

Domestic violence is a pattern of abusive behavior that occurs between family members or intimate partners. It is not only the number one public health issue facing women and children in our communities, but also a frightening social problem of epic proportions and an important human rights issue. It takes many forms and can happen once in a while or all the time. It does not discriminate and may take the form of threats, physical attacks, or sexual assaults directed at the victim, the victim children, or family members. NC General Statute defines domestic violence as attempting to cause bodily injury, intentionally causing bodily injury, placing the victim or a member of the victim's family or household in fear of imminent serious bodily injury, or committing or attempting to commit rape, a sexual offense, or a sexual offense with a minor child living in the household. |

Emergency Communications

Wilson County has a program in place called Emergency Medical Dispatching or EMD. Through a series of medical questions the dispatcher is able to determine the severity of the medical condition. Based on the answers to the questions, the proper level of care and response mode is determined. Also with this system the dispatcher is able to provide medical instruction such as CPR or controlling bleeding to the caller. |

The telephone number and address of every call to 9-1-1 must be confirmed. Enhanced 9-1-1 is a wonderful tool, but life or death situations are much too important to rely on a computer database being 100% accurate. Your address and number will be confirmed every time you connect to a 9-1-1 center to make sure the information is correct. If it is not, the phone company will be notified to update or correct the discrepancy. Other reasons callers are asked to confirm location and phone number is because the emergency could be in another location. More time is wasted by sending units to the wrong locations. The few additional seconds needed to confirm the information and get it right are well spent in obtaining critical information. |

The dispatchers are trained to ask various questions pertaining to whatever is being reported to help the dispatcher determine what type of units will respond and how they will respond. Asking questions does not slow down the response. Usually emergency calls are being dispatched by the other operator while the call taker is still on the phone with the caller. |

We will be able to tell you if additional proofs are needed when you come in or call. The fee for an amendment is $10 cash for our office and $15 check or money order to NC Vital Records. It will take 8 to 12 weeks before we get the correction from Raleigh. However, NC Vital Records has an expedite service that carries an additional charge of $15. This expedite service allows us to get the correction back in 2 to 3 days. |

The 15 passenger van shared by the Wilson and Black Creek Centers is available if someone can make arrangements in advance. The Director can set this up. |

While everyone is most welcome to come to the Center, it is not to be used as a drop-in service for Eldercare. Those who attend need to be able to function on their own during programs and activities. Staff limitations keep us from being able to spend our whole time with one participant. Encourage those who need assistance to bring a friend or relative to help. |

Sex Offender

North Carolina law requires sex offenders who have been convicted of certain offenses to register with their county sheriff. Information about offenders is then entered into the registry database by the sheriff's office and transmitted to the N.C. State Bureau of Investigation. The North Carolina State Bureau of Investigation collects information submitted by sheriffs in 100 counties in the state and makes it available to the public via the Sex Offender Registry website. |

A person who ia North Carolina resident and who has a reportable conviction is required to register with the sheriff of the county in which they reside. Non-resident students and non-resident workers are also required to register under N.C. law. If required to register in another state, individuals should contact the sheriff in the county where they live to determine their registration requirements. If an individual is uncertain about their registration requirements, they should contact the sheriff in the county whre they live. Please note that some of these requirements will change under a new state law that takes effect December 1, 2006. For more information, see Session Law 2006-247. |

Property taxes pay for services such as: law enforcement, fire department, and animal control. You also use services paid for by property taxes when you send your children to public schools, check out a book from the library, carry your trash to the convenience site, and even when you eat at an inspected restaurant. Your taxes also pay for services to help protect children and senior citizens from abuse or neglect, help move people from welfare to work, and much more. |

Property taxes are levied on real property, manufactured homes, motor vehicles, air & water crafts, boats, boat motors, trailers and income producing personal property. |

The amount of property taxes you pay is based on the assessed value of your property and the tax rate. The Tax Assessor determines the value of all taxable property as of January 1st. The County Commissioners meet during the spring of the year to determine the current year's tax rate. The amount of taxes can be determined by multiplying the tax rate by each $100 of assessed value. For example, with a tax rate of $0.73 and an assessed value value of $100,000 the amount of taxes will be $730. Keep in mind that some municipalities have their own tax rate, which will be in addition to the County's rate. |

Property tax payments (except registered motor vehicles) are due September 1st of each year and must be paid by January 5th of the following year. If mailed, payments may be postmarked by the U.S. Postal Service on or before January 5th to avoid interest charges. |

This tax is due the 4th month after you renew your registration or register a new vehicle. You have 30 days from billing date of your notice to appeal the value or situs. You may apply for release or refund when you provide the Tax Office, within one year, a surrender of tag receipt and/or proof of ownership transfer. |

Every individual, guardian, trustee, estate, unincorporated association, corporation or partnership owning tangible personal property or real estate that has been improved or has had additions and is subject to taxation under North Carolina Law. All property owned on January 1st is taxable for the entire year and the owner as of January 1st is responsible for the tax bill for the entire year. |
|
|
Tangible personal property consists of mobile homes, untagged motor vehicles, campers, trailers, motorcycles, air & watercraft and engines for watercraft. Business furniture, equipment, etc., including free standing appliances used in connection with rental property must also be listed. |
|

Listing begins on the first business day of each January and ends on the last day of January. If that day falls on Saturday or Sunday, the listing period ends on the next business day. There is a 10% per year penalty for not filing the listing form on time. |

Motor vehicles should be listed by the owner only when they are not licensed or tagged. If your motor vehicle is licensed through the N.C. Department of Motor Vehicles, it will automatically be billed. |

No. Wilson County operates on a permanent listing system. It is the property owner's duty to make sure that his/her property is listed correctly. Real Estate must be listed in January only when a structure has been added, changed, or removed. A building permit does not fulfill this notification requirement. |

Real Estate is valued based on the County's current schedule of values. The schedule of values is generated prior to the County-wide revalueation, which occurs every 8 years. North Carolina Law requires that each county conduct a revaluation at least one every eight years. The last revaluation in Wilson County was effective January 1, 2008. The primary purpose of the revaluation is to provide equalization among all property owners, as well as among all classes of property. Since property taxes are based on value, it is important to have all property valued periodically on a uniform basis. |
