Emergency Communications Center

The Emergency Communications Center is a joint effort by the City and County of Wilson to provide "911" emergency telephone service throughout the City and County and the consolidation of radio dispatching for all emergency agencies in the County.

    Miscellaneous:

    The system has been fully operational since June 27, 1983, three days before it was scheduled to be completed.

    Equipment:

    The Center's computer aided dispatch system (CAD) has been operational since September 27, 1993 and imageallows for effective dispatching of emergency calls to public safety agencies. The computer aided dispatch system meets local, state and federal guidelines as it relates to law enforcement and fire service requirements. It also allows for automatic tracking of incoming emergency calls as well as appropriate recommendation of responses based on call classifications and the flexibility of individual response areas for fire, police and EMS services. Through the CAD system, the Center has the means of transmitting important response data on file as to the ongoing event by fax and alpha-numerical paging.

      • Recordings available instantly on network attached storage
      • Positron Lifeline 100  integration capturing ANI/ALI data with recorded audio
      • Multi-channel search and replay incident re-creation software
      • Instant recall PSAP console software
      • Recording radio traffic, 911 trunks, and Console Positions

    • Back-Up Generators:
      1. One large generator at the County Tower
      2. 2 portable generators at the Center
      3. The entire building is connected to one large generator for back-up


    • Telephone System:
      The first phase of the enhanced telephone system that became operational was the ANI (Automatic Number Identifier) in October, 1991. The second phase which is the ALI (Automatic Location Identifier) and selective routing which routes callers in adjacent counties to the correct PSAP (Public Safety Answering Point) based on location, became operational in February of 1992. Wireless, E911, Phase I was made accessible in Wilson County in 2001.  This gives the 911 center the telephone number of a mobile caller.  Phase II should be operational soon, which transmits the location within a certain radius of a callers location.

    Personnel:

    The Center currently operates with 28 staff personnel which include 20 Telecommunicators, 1 Training Officer, 2 Data Coordinators, Administrative Secretary, DataBase Manager, Assistant Director and Director.

    System Capabilities:

    • Transmitting and receiving on all public safety and local government radio channels in Wilson and Wilson County.
    • Access to N.C. Highway Patrol and N.C. Division of Criminal Information Network (DCI).
    • For major disasters - Center is interconnected to the NAWAS telephone system (Emergency Management).
    • 911 emergency telephone access available to ALL of citizens in Wilson County.
    • Special telephone number and equipment to allow hearing impaired persons emergency telephone access.
    • Access to cable television EAS (emergency alert system).
    • The ability to alert emergency personnel by use of alpha-numerical paging.
    • The electronic telephone sets have caller ID in addition to the E911 processing capability.

    Costs:

    The operating budget for FY 2002-2003 for the Emergency Communications Center is $1,072,600.00 The E-911 Budget, which is self-supporting from the $.85 surcharge is $463,500.00.
